The issue is that you're not sure how to fix it. High-level content that gives you more XP but is also instanced is the best choice. You RS gold won't get crashed to death. It's a bit like Dungeoneering. This high-level content would either provide food/pots or cash that you could use to purchase food/pots. It's important to ensure that it's not bottable. It is fascinating to see the gloves vs. chaotics debate. The time it takes to acquire gloves or chaos is different. If you've have an unbalanced, you've got one of the best weapons available in the game...just not the most effective in the show, but it's the runner up. Unless you are involved in PvP/M circles, you won't be able to claim "go figure". However, I think many chaotics have that. The bonfires allowed players to create private hunting zones. This reduced competition and encouraged team training. Runespan requires players to join forces in order to locate the runesphere. This might be necessary with the latest update.
If I were in charge of overall strategy for skills I'd be working on a policy that increased skill-based updates to skills: which is the skills that require skill rather than time. For example, Agility would undergo a significant overhaul. Courses could offer more than just the standard route. There would also be the possibility of running faster if you're proficient in the area.
This can be accomplished by paying attention to the least interesting abilities first. I'd be happy with runespan or bonfires, even though they are not as skill-based however I'd prefer to be rewarded for producing quality work rather than creating mass quantities of clone jewelry that diminishes its value.
