World of Warcraft 's Legion expansion brought about a major shift in the way that levels were handled that allowed players to select which order they wanted to tackle its zones in. In the WoW event held at BlizzCon, Blizzard revealed it plans to expand this feature to the entire game, which will allow you to have far more options in the way you take on the process of leveling up.
It's not as simple as they do in Legion The zones be able to have a range of levels. This makes sure that you don't level out an area you'd like to spend the whole story in, and it means you won't have to wander back into a starter area once you hit the level cap and find yourself struggling against the wolves.
It also allows you to choose the order of exploring expansions. For instance Outland and Northrend both Outland and Northrend will be able to scale between levels 60-80. so you won't necessarily need to tackle Burning Crusade content once you have reached 58 or so. Additionally, all of this scaling will apply to dungeons and rewards in order to ensure that you are able to have the freedom to play however you wish and not be penalized.
Blizzard talked a lot today regarding the new Battle for Azeroth expansion. The changes to leveling will not be tied directly to that--instead they'll come as part of the 7.3.5 update. The patch will go live on the PTR in the next few weeks.
